Please complete the enclosed application form and return it to Oklahoma State University. There is an early bird discount for registrations received by June 8, 2009. All registrations must be received by June 29, 2009. Enrollment confirmations will be sent to participants the week of July 3, 2009.
Date and Fees
Date: August 2 – 6, 2009 Fee: Early Bird Registration received by June 8, 2009 $2,700 per person, which includes instruction, two working lunches, an opening night reception, and all program materials
Registrations received between June 9 and June 29, 2009 $2,950 per person, which includes instruction, two working lunches, an opening night reception, and all program materials
Cancellation policy
All cancellations must be received in writing. A full refund will be made for cancellations received by June 29, 2009.
Cancellations received after that date may be charged fees based on expenses already paid in the participant’s behalf.
Substitutions may be made until June 29, 2009.
Hotel Information
Program participants are encouraged to stay at The Atherton Hotel at OSU to take part in the evening assignments that will be required. A block of sleeping rooms has been reserved at The Atherton Hotel at OSU in Stillwater ($70 per night plus tax for single occupancy.) Contact The Atherton Hotel at (405) 744-6835 and mention the “Governor’s Executive Development Program for State Officials” for the discounted rate. Room reservations must be made by Monday, July 3, 2009. Parking is available in the Student Union parking garage at $10 per day. The registration fee does not include hotel rooms or parking.
Facilities
The ConocoPhillips Alumni Center is located on the south side of the Oklahoma State University campus and provides excellent classroom and meeting space for the program sessions. The beautiful Atherton Hotel at OSU offers high-speed Internet connections in each room, continental breakfast, and a fitness center. Walking trails, golf courses, and tennis courts are available in the area.

The government / academic partnership allows bridges to be built. The program is presented by outstanding faculty, all of whom are widely acknowledged experts in their respective fields. Senior faculty from Oklahoma State University and the University of Oklahoma are involved in the program and accessible to the participants.

The Program You are invited to attend The Governor’s Executive Development Program for State Officials, uniquely designed for top executives in Oklahoma State Government. The program is a collaboration of the State of Oklahoma Office of Personnel Management, Oklahoma State University, and the University of Oklahoma. This extensive four-and-a-half-day residence program is designed around the five Executive Leadership Competencies identified by the U.S. Office of Personnel Management. These competencies are: Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions / Communication.

DECISION MAKING AND CRITICAL THINKING: KEY FACTORS
The job of a manager is to make decisions. In fact, the success of your organization and your career hinge on your decision-making ability. Unfortunately, our brains often get in the way of effective decision making by playing tricks on how we perceive and interpret information. You will learn to think more carefully about the decisions and judgments that you and other people make and increase your awareness of how the brain tricks us into thinking we are being rational about decisions.
Leading Change
DEVELOPING INFLUENCE AND MANAGING CHANGE IN PUBLIC-SECTOR ORGANIZATIONS
The process of bringing about incremental or radical change in public-sector organizations is very different from the process in the private-sector. Unlike the private-sector where executives can rely on tangible incentives, public-sector executives have to rely on intangible rewards, shared values, and personal influence tactics to bring about change. This session helps participants identify their sources of power, learn how to develop influence, and use that influence to help bring about change in governmental organizations.
AMERICAN DREAM COMING TO LIFE IN OKLAHOMA
New corporate giants and entrepreneurial leaders are changing the state's cultural landscape. They have created new employment opportunities, attracted "major league" sports and entertainment, invested in the quality of life as part of the employee benefit package they use to attract individuals from across the nation and around our state. Like much of the southwest, Oklahoma is also enjoying a vibrant, growing international population of Vietnamese and Mexicans as well as an increasing number of individuals from nations around the world. Collectively these businesses, people and activities have given Oklahoma a new sense of direction and higher expectations.
STORYTELLING TO ENHANCE ORGANIZATIONAL PERFORMANCE
There has never been a society that did not use the telling of stories to establish its culture. Within organizations, storytelling is also a valuable technique to create and maintain "culture" while motivating employees. Additionally, stories are used to resolve conflict and to generate customer "evangelists."

EMOTIONAL INTELLIGENCE: COMPETENCIES OF STAR PERFORMERS
Emotional Intelligence (EI) is the capacity for recognizing your own feelings and those of others, motivating yourself, and managing emotions effectively in others and yourself. You will be provided with precise feedback from the Emotional Competence Inventory assessment that can be used to design development plans for improving your own EI.
GOOD TO GREAT AND THE SOCIAL SECTORS: WHAT'S A LEADER TO DO
Leadership: The stuff of legends and a legion of popular books. With so much being written on the topic, it is hard for us to know what works and what doesn’t. One common complaint readers have of such literature is that these books always make leadership sound so easy and simple. Unfortunately, people interested in leading others find that the task is much more complex than it appears to be. We are partly to blame as we often go from book to book looking for the quick solution to our problems.
LEADERSHIP--AWARENESS, EFFECTIVENESS AND TRUST
This session is designed to explore and better understand the relationship between various aspects of leadership in the organizational environment and the resulting impact on the behaviors of employees. The session primarily will focus on how contemporary leadership concepts are applied in a variety of "real world" organizational settings. The relevant application of leadership theories and concepts will be stressed. Throughout the session, you will explore the organizational forces that serve to influence your behavior as a leader.
You will develop an "awareness" of your effectiveness as you apply leadership strategies for your organization.
Results Driven
ENTREPRENEURSHIP IN THE PUBLIC SECTOR
This session challenges public sector managers to become agents of change. The module emphasizes an active approach to administrative responsibility which includes generating new sources of revenue, producing enhanced services through innovation, and helping to facilitate increased citizen engagement and involvement. Entrepreneurship is defined as a process which can be managed in organizations of all sizes and types. Further, it is an orientation which should be reflected in goal setting, program formulation, specification of mission and values, service delivery, and design of the human resource management system. It is both a way of thinking and acting built around the concepts of innovativeness, calculated risk-taking, and being proactive.
Building Coalitions/Communication
BUILDING RELATIONSHIPS: KEEPING THE COMPETITIVE EDGE
The intensity of competition is forcing organizations everywhere to search for a structure and a strategy to obtain a competitive edge in retaining customers. Building customer relationships with a long-term focus generates that competitive advantage. Building relationships internally and externally is critical to organizational success.
RESONANT LEADERSHIP
In this age of uncertainty, the challenges are different, significant, and require a new kind of leadership. Leadership always begins with people before it moves to social systems or the world at large. This session will explore how we build relationships and resonate with others through hope, mindfulness, and compassion. Resonant leadership is the process of moving one step beyond emotional intelligence and we will learn concepts, discuss situations, and develop skills for the challenges ahead.
